Dion Waiters pulled out of the combine on Thursday and several teams confirmed that he had canceled all of his remaining scheduled workouts, meaning he had received a promise.
A number of teams pointed to the Blazers, Raptors and Suns as possibilities for the promise.
Toronto is known to be very high on Waiters, but they have been open to shopping their pick.
Portland just hired Neil Olshey, which would have given him just two days to make such a significant move.
The Suns pick 13th overall and that is lower in the lottery than he has been pegged by some mocks.
"His agent has told me there's a promise to another team," said Bryan Colangelo to Doug Smith. "Regardless, if he's on the board he's in our mix."
