UPDATE II: The trade is complete. The Wizards use a trade exception so that they could sign him over the cap, and since Dallas had no interest in bringing him back, they happily obliged.
UPDATE July 16: Marc Stein is now reporting that the sign-and-trade will be completed sometime today.

Eddie Sefko is reporting that Dallas will likely receive a trade exception or cash in return for Blair. The Mavs are not expected to take back any players.
